Problem/Motivation

A delete menu link operation link was in existence. But it was the global delete permission that required rather broad access. A group level permission should be more then sufficient.

Seeing as this is almost identical to what is going on in #3152938: First-class menu item translation support, I think this can safely be marked as RTBC if tests come back green.
