Problem/Motivation

In #3308288: Fix broken tests we discovered that classy is now broken on the D10 beta+ releases. However, d9 tests are passing. To get that issue unblocked and a new release of purge made, that issue has been closed.

This issue exists to port the existing classy support to a new default theme so tests can pass. Note, tests must pass on both Drupal 9 and 10.

It'd be preferred if this gets done before D10 comes out.
