Update the README.txt in bootstrap/README.txt line no:25

I think this project looks great, just need to make some minor changes.

I have added the patch file for the Issue no- 3309373.
Due to invalid URL(http://drupal-bootstrap.org)

Updated with Valid URL on the PATCH file.

The issue is fixed in line no:25 - the correct URL(http://drupal-bootstrap.org/api/bootstrap) is updated in the PATCH file.
