Remove collapsing of privacy settings on profile page

Problem/Motivation

The profile settings screen has no top-level collapsible sections, it only has subsections (e.g. the four email categories) that are collapsible.

The "Privacy settings" block was the only block to become collapsible, which creates an inconsistency.
