When the order item quantity is set to 0, currently its adjustments remain.

On a project I'm working on, order item quantities are set to 0 during fulfillment, in case the product that was ordered is no longer available during picking.

We don't remove order items, to be able to generate a packing slip that shows the ordered quantity vs the picked quantity.

I'm wondering if this shouldn't happened earlier (i.e from setQuantity()).
