Node access on materials and sections is not properly being checked

Steps to reproduce

- Add a section/material under a course thats for the community
- Open the materials as anonymous and see you have access

Proposed resolution

- Revert the change that has been done in the access checking so anonymous don't have access.

Thanks to globexplorer for reporting the issue and proposing a solution. Also for the rest for the support they gave.
This was released in 4.1.1 and 4.0.3.
