[2.0.x] Should clicks (and scrolls) be tracked as consent?

Problem/Motivation

Does anybody have strong opinions on this? It seems less and less normal that sites trigger a response by clicking a link or button. And GDPR Article 4 says that consent should be given as: “any freely given, specific, informed and unambiguous indication of a data subject's wishes by which he or she, by a statement or by clear affirmative action, signifies agreement to the processing of personal data relating to him or her.”

Especially "affirmative" seems to indicate that a clicking a link or scrolling aren't legal consent actions and we should stop accepting such actions as a way to hide the banner.

Unless there are strong objections, we'll remove these features in 2.0.
