Support Composer 2.2

Problem/Motivation

Right now we have to add composer self-update 2.3.5 to our drupalci.yml because ComposerExecutableValidator will only validate 2.3.5 and above.

This is also fixed in a 2.2.x line, but it's simpler for us to just require Composer 2.3.5 or later. So let's do that.

Now in Project Browser that team is asking why they also have to have composer self-update 2.3.5 in their drupalci.yml. As far as I know there is no reason couldn't support both.

Proposed resolution

We could change \Drupal\package_manager\Validator\ComposerExecutableValidator::MINIMUM_COMPOSER_VERSION to version constraint and just use \Composer\Semver\Semver::satisfies

This would allow more people to use Automatic Updates and Project Browser.
