Description: 

The Xss::filter() in Drupal\Component\Utility\XSS is currently stripping out classes that contain ':' as it seems to think it's a URL. Some libraries, such as USWDS and Tailwind CSS framework, utilize colons through out. So this is leading to broken content and potential data loss within CKEditor.

This change will mark colons as allowed characters in class names, allowing such frameworks to be used inside CKEditor.
