I installed a few Drupal9.x sites some time ago, so when I was tasked to install one more, I did not expect any problem. And yet, I'm stuck with some strange message. After installation there was one warning found:
Update notifications are not enabled. It is highly recommended that you enable the Update Manager module from the module administration page in order to stay up-to-date on new releases. For more information, Update status handbook page.
IIRC, this module was enabled for all my previous Drupal9 installation, but ok. I went to modules sub-page, tried to install "update manager", but I got this error:
Unable to install Update Manager, update.settings already exists in active configuration.
What does it mean, and how can I fix it? Despite of reapeating previous drupal installation step-by-step, this is the first time I see this message. Did something change since drupal 9.1 time?

Try running drush cdel update
Try running
drush cdel update.settings, then try installing the module again. Somehow, the module isn't configured, but the settings got stuck in your database, so you need to clear them out.That is unless you are getting that error on config import from file, in which case you can try deleting update.settings.yml, and importing after that.
