The module does not seem to perform Browser Based Theme Switching. Can anyone confirm this? If is set the iPhone Browser to be iui theme then I browse to the site using Firefox addon "User Agent switcher" the theme does not switch.

My User Agent is:
Mozilla/5.0 (iPhone; U; CPU like Mac OS X; en) ID:2008092213

Could this be a bug here or is it with Browscap?

No, that's because it's not yet in an official release: http://cvs.drupal.org/viewvc.py/drupal/contributions/modules/switchtheme...

Use the dev snapshot instead.
