Problem/Motivation

Child of #3252187: [Meta] Deal with core Update module recommending the latest release in the major version not the latest in the Minor version

Once #3252190: Store all installable releases in update_calculate_project_update_status() is solved in core this will not be an issue for but now we need to make our own list of installable releases for a project

Proposed resolution

change \Drupal\automatic_updates\ProjectInfo::getProjectInfo() to calculate the list of installable releases.
