In #3199682: Create a default task menu link for content overview so contrib doesn't have to the creation of the 'Overview' local task will move from content_moderation into base core. Currently we try to avoid duplicating the local task link by checking if content_moderation is enabled. But a better and more robust way would be to check the actual local tasks that are defined.
