Move core issues for the hal module from the core queue to the contrib module.

Problem/Motivation

Since we deprecated hal from core in 9.4.0 (#3263618: Deprecate HAL module) and deleted it in 10.0.0 (#3049857: Remove HAL module from core and create a contrib project for it) we need to move all hal related issues from the core queue to the contrib queue.

Proposed resolution

As found here: #3227033-79: Remove Quick Edit from core doing a search for module related issues doesn't (always?) gets us all the issues.
An additional search on the module name reveals some(?) more.
