User form cancel button element changed to link element.

The standard form for editing a User supplied by core currently uses a button element for the "Cancel Account" action. This form is being brought into line with most other standard entity forms which use a link element instead.

This change will alter the template that the "Cancel Account" action uses, and therefore with most themes, the classes attached to it. In many cases this will result in a minor change to the styling of the element.

If you have customised the element in your theme/module/distribution you may need to alter the template name to apply to the updated element.
