Allow resending the order receipt from the order view page

Right now, you can only resend a receipt from the order list page. These kind of operations should be available somewhere on the order view page. I propose making these local action links, as in the past, that's what they would have been even on list pages, using the old inline context. I don't know if there's an equivalent feature in D8/9 / why we wouldn't be using it ... if there is, let's implement it (i.e. collect local action links in our list builder to show them in the operations drop button) - otherwise, let's just duplicate the operation via the link.
