The install.inc was removed from KernelTest and UpdatePathTest

Before branch 10.0.x we used to have a require_once __DIR__ . '/../../../../includes/install.inc' on the following classes:

• core/tests/Drupal/KernelTests/KernelTestBase.php
• core/tests/Drupal/FunctionalTests/Update/UpdatePathTestBase.php

This code allows the kernel tests and update path tests to use the procedural functions from install.inc. After release 10.0.0, the procedural functions will not be available anymore.

If you use any procedural functions from install.inc inside of your KernelTests and UpdatePathTest, you'll need to require the install.inc before using the function.
