Description:
The 'administer content types' permission used to allow users to create content, even if users had no other content creation permissions. It is now strictly used for administering configuration, and users must either have permission to create individual node types, or the 'bypass node access' permission.
This is most likely to affect tests in contrib modules, however sites that are affected should add relevant permissions to the roles with 'administer content types' permission.
