Problem/Motivation

When running Drupal\FunctionalTests\Installer\InstallerExistingConfigMultilingualTest::testConfigSync with a non-core database driver, the test errors with:

Exception: Drupal\Core\Extension\ModuleUninstallValidatorException: The following reasons prevent the modules from being uninstalled: The module 'SQL Server' is providing the database driver 'sqlsrv'.

Steps to reproduce

Run the tests with a non-core database driver.

Proposed resolution

Add code to InstallerExistingConfigTestBase to prevent the database module from being uninstalled.
This code comes from #3129043: Move core database drivers to modules of their own. I've been trying to fix this bug for ages, but @daffie figured out the best way.
