The FileConfigEvents::getEditableConfigNames() isn't used from the FileConfigEvents class nor its parent class

The FileConfigEvents class documents the getEditableConfigNames() method as inherited from the parent class, but the parent class doesn't have that method, which isn't even used from FileConfigEvents.

That method must be removed.
