Problem/Motivation

Showing the wrong/old status messages because of cache.

Steps to reproduce

-> Visit the forgot password page (/user/password) submit the with any email ID
-> Once you redirected to the home page then again visit forgot password page (/user/password)
-> Now submitt the form with different email ID, you will the old message will be on the toastr and new status message in the status message

Proposed resolution

Handle the cache problems or provide an usecase if cache issue comes up

I am adding this patch which will attach the library to all pages and also adds up the settings variable without any issue when the page is cached.
