Not sure if this is a Drupal Commerce issue or Symfony Mailer issue, but as the function was working previously using Swift Mailer and Drupal Commerce, I'm thinking there is an issue with Symfony.

Drupal 9.2.7
Drupal Commerce 8.x-2.27
Standard mail system

When requesting 'Send a copy of the receipt to this email' via Commerce, the emails fire out correctly, and do so on Swift Mailer too.

Messages are sent correctly in full HTML format, but Symfony install breaks the sending of receipt email which doesn't fire. Apologies if this should be in Commerce in advance.
