Problem/Motivation

When the banner is at the top and the withdraw feature is disabled, the banner re-appears after cookies have been accepted. Also, the "If the banner is at the top, don't scroll the banner with the page." option needs to be disabled.

Steps to reproduce

- Set the banner to display at the top
- Enable a method that supports a withdraw tab, such as the Opt-in with categories option
- Enable the withdraw tab
- Disable "If the banner is at the top, don't scroll the banner with the page"

Result

After accepting cookies, the banner will reopen.

Expected Result

After accepting cookies, I should see a "Privacy policy" tab at the top of the screen, and no open banner.
