Problem/Motivation

The privacy setting tab shows when the "Enable floating privacy settings tab and withdraw consent banner" is turned off, and nothing happens when the button is clicked.

Steps to reproduce

- Disable "Enable floating privacy settings tab and withdraw consent banner"
- Reload
- Try to click the "Privacy policy" button
