For sites that are using both Content Moderation (content_moderation) and Content Translation (content_translation), there is now a setting when adding or editing a workflow to control the default moderation state when creating new translations. Previously, new translations always inherited the moderation state of the current revision of the original language. There is now an option so that new translations start with the default moderation state the workflow defines:
Initial moderation state when adding a new translation
( ) Default moderation state
(*) Current moderation state of the original language
This interface is found at the bottom of the form to edit a workflow, for example /admin/config/workflow/workflows/manage/[workflow_id]:
