If you have a large number of items listed on a page use a pager to limit the number of items shown at once. Choose an approprite number of items to show on each page. For node teasers use the default_nodes_main variable with a default of 10. Tables can have 20 to 50 rows per page. Pagers used with tables should be placed outside of the table.
I'm trying to determine the status of this issue. Could you provide a link where you'd like this to be posted? Sadly, I my search for "UI guidelines" fails as the search module ignores "UI" because it's too short a word.
