Followup from #3191682: Ensure that Olivero's focus states are visible and accessible in Windows High Contrast mode

The <summary> element within the <details> element's focus state is not visible in Windows high contrast mode.

In IE, there is a slight dotted outline, but if Edge and Firefox, there is no focus indicator at all.

A transparent outline should easily resolve these issues.

Testing instructions

  1. Test with Windows High Contrast mode
  2. Load patch or visit Tugboat link at https://3227427-details-hc-focus-infih8knbtdehncurbd6mmu2qxqwdmzq.tugboa...
  3. Look at a <details> element and tab to it.
  4. Verify the focus state is visible in HC mode.
