Description:
While we do not normally remove Drupal core dependencies in minor releases, Drupal core's dependencies on fabpot/goutte and behat/mink-goutte-driver have been removed in 9.3 because core does not use them and because they prevent us from supporting forward-compatibility with Guzzle 7 and PHP 8.1.
If your site or module uses either of these dependencies, be sure they are added to the project's composer.json.
