Problem/Motivation

The live Tugboat preview fails to build because Commerce Product requires the bcmath PHP extension. This is not enabled by default and we get

Problem 1
    - drupal/commerce 2.x-dev is an alias of drupal/commerce dev-2.x and thus requires it to be installed too.
    - drupal/commerce[dev-2.x, 2.25.0] require ext-bcmath * -> it is missing from your system. Install or enable PHP's bcmath extension.
    - Root composer.json requires drupal/commerce ^2.25 -> satisfiable by drupal/commerce[2.25.0, 2.x-dev (alias of dev-2.x)].

The Tugboat preview now builds sucessfully. The log has

Libraries have been installed in:
   /usr/src/php/ext/bcmath/modules

Then below that it has

warning: bcmath (bcmath) is already loaded!

Maybe we only need the install, not the enable.
