I have 2 purgers, on Acquia servers I should use the acquia purger, on local server another one.
I disabling it using settings override and it works fine for me:

if ($is_acquia_env) {
  // Unset varnish_zeroconfig_purger.
  $config['purge.plugins']['purgers'][0] = NULL;
}
else {
  // Unset acquia_purge.
  $config['purge.plugins']['purgers'][1] = NULL;
}

But since update to 3.x version, the notice appears:
Notice: Trying to access array offset on value of type null in Drupal\purge\Plugin\Purge\Purger\PurgersService->getPluginsEnabled() (line 242 of modules/contrib/purge/src/Plugin/Purge/Purger/PurgersService.php).

This is a fine check to add, although it'd be nice to get this feature more developer friendly in the future. +1 for now.
