There are various community and general projects which won’t have usage reporting in the same way, but are important for the project or in the case of some JS projects, will be bundled with Drupal core. To encourage organizations to contribute to these efforts, we should weight them appropriately. The actual weighting is managed by the Drupal Association according to recommendations from the Contribution Recognition Committee.
