Push error events are not getting logged when real-time push is disabled

While debugging push errors using the salesforce_logger submodule, we noticed that we get really useful messages in the logs when we're using the real-time push functionality for a given mapping, but not when it's disabled. From what we can tell, it looks like the PushQueue is supposed to be dispatching events, but the errors never appear in the logs, even as the failures column values increment in the salesforce_push_queue table.
