Problem/Motivation

Hi! I receive the follow error message when I go to SkipForm page in Drupal 8.9.13 version:

Warning: in_array() expects parameter 2 to be array, null given in Drupal\notify\Form\SkipForm->buildForm() (line 143 of modules/contrib/notify/src/Form/SkipForm.php).

Steps to reproduce

1) Install the module
2) Go to Administration -> Configuration -> People -> Notify Settings -> Skip Flags.
3) You will see the error message.
