Problem/Motivation

A lot of modules use functional content. But these values are not properly declared in the various modules. This produces UnknownFunctionalContentSettingExceptions.

Steps to reproduce

* Go in the interface to "Run updates"
* "Continue" (even if there are none)
* Click on "Administration pages"
* You get a UnknownFunctionalContentSettingException

Proposed resolution

Add declarations at the right places.
