Problem/Motivation

The Image Effect description is Converts an image between extensions (e.g. from PNG to JPEG).
I don't think this is enough to explain why there is the select field there.
I was using this feature for the first time and I had to check if it does what I was expecting for.

Proposed resolution

As discussed in the Usability meeting #3215304: Drupal Usability Meeting 2021-05-28, the following suggestions are suggested.

1) Update the select list label from "Extension" to "Convert to".

2) Update the text on the top from
"Converts an image between extensions (e.g. from PNG to JPEG)."
to
"Converts an image to a format (such as JPEG)."
