The procedure that maintainers need to follow isn't different from the procedure followed by other users. The issue needs to be created first in the project queue, and moved after 14 days without any response, or any action taken from the project owner (whenever the offer has been accepted).

Also, this project is covered by the security advisory policy. Site moderators won't transfer the project ownership to a user without the vetted role, as in this case.

As I said, site moderators won't add as project maintainer/owner users who cannot opt projects into security advisory coverage, independently from the project maintainers accepting the offer.

If Gauravmahlawat wants to be added as project owner, he needs to apply to be able to opt projects into security advisory coverage.
