Tested this issue on Drupal 9.3.x-dev Version.
Working as Expected for me without applying the patch.

I have tested this issue on Seven and Olivero theme

Testing Steps:
# Goto: Appearance -> Apply Seven/Olivero theme
# Goto: Extend -> Install Layout Builder and Field Layout modules
# Goto: /admin/structure/types/manage/article/display
# Enable both layout option
# Create content type and edit it and goto Layout option
# scroll down and click on add block link
# Hover it and see the results.

Please refer attached videos for the Seven and Olivero theme for the same.
I think this issue is already FIXED on this version.
Looks good to me.

Thanks for reporting this issue and providing videos and a patch. We rely on issue reports like this one to resolve bugs and improve Drupal core.

As part of the Bug Smash Initiative, we are triaging issues that are marked "Postponed (maintainer needs more info)". This issue was marked "Postponed (maintainer needs more info)" a year ago and has had no activity since that time.

Like @chetanbharambe, I also was unable to reproduce the issue using the same steps as #6.

Since neither I nor @chetanbharambe could reproduce this issue and since there weren't other steps to reproduce the issue provided since the issue was postponed a year ago, I'm marking the issue "Closed (cannot reproduce)". If anyone can provide complete steps to reproduce the issue (starting from "Install Drupal core"), document those steps in the issue summary and set the issue status back to "Active" [or "Needs Work" if it has a patch, etc.].
