This css is overriding the default one, hence the button color gets changed.

1. Patch is simple CSS change.

2. Patch applies cleanly to Drupal 9.3, 9.4, and 10.

3. Tagging for testing on 9.4 and for issue summary update to use template, add steps to reproduce, and clean up wording.

However Issue is not reproducible. Sharing the screenshot before patch which looks good to me

Testing steps :

1. Go to the admin site.
2. Go to admin/appearance >> Enable the seven theme as default and save
3. Go to Structure >> Block Layout
4. Click on Place block and observe that :Title color of place block is matching theme global color"

Thanks for testing @Satyajit1990.

I also confirmed that this was not reproducible in 9.4 with the Seven theme so closing. If you can reproduce this error, reopen this issue and update the steps to reproduce.
