We do not support using Olivero as an administration theme. Is it possible to reproduce this behavior when not using as an admin theme?

We do not support using Olivero as an administration theme.

Guess this would be the first theme that would not support to be an admin theme. If it's not supposed to be an admin theme, then it should be documented / enforced not to be used as admin theme?
