Problem/Motivation

Now that D9 composer is supported, we're getting errors with enabling the module, apparently the d9 checker doesn't look for config export settings. Not sure how it got past the original testing.

Also now that we can use our integration test tools, getting issues with composer validate and the info files. Included those in the patch as well.

Lastly, only should support Drupal 8.9+
