Problem/Motivation

#3191522: Incorrect validation and test for the "Path to user login form" field generated a regression on the "Path to user login form" which cannot be external anymore.

Steps to reproduce

  1. Go to /admin/config/system/site-information
  2. Fill Path to user login form with https://www.drupal.org/user/login
  3. Save : an error occurs

Proposed resolution

  1. Update tests to cover the case
  2. Test if the url is external before to valid it
