4️⃣ php-tuf creating fixtures that simulate attacks

tedbow I am working on trying to create test fixtures that would simulate attacks. I had chatted with @phenaproxima (he/him) about using php to copy and our existing non-attack fixtures, manipulate them, and resign with  in PHP.but now I think I can simulate our some of the attacks using the existing python library.will go forward with this unless others have concerns/ideas
