- Visit https://www.drupal.org/project/phpmailer
- Click link "Read documentation" under "Installation"

Proposed resolution

Fix link URL.

- http://drupalcode.org/project/phpmailer.git/blob_plain/refs/heads/7.x-3.... is outdated URL, now 404
- https://git.drupalcode.org/project/phpmailer/-/blob/7.x-3.x/README.txt is new URL

D7 reached its EOL back in January 2025, and there is no active release for D7 for this module anymore.
Development or support is not planned for D7. All D7-related issues are marked as outdated in a bunch.
