Problem/Motivation

The Privacy settings tab shows when it shouldn't. When you select Opt-in (without categories) and don't enable the privacy banner, the tab shows and nothing happens when it's clicked.

Applies to D8 only, D7 is unaffected.

Here's a patch that resolves the issue.

The Privacy settings tab will show on the first cookie banner if the "Enable floating privacy settings tab after withdrawing consent" is set. This applies both to "Opt-in" and "Opt-out", which I believe are the methods that had this bug.

"Opt in with categories" doesn't have this bug and is unaffected.

This patch needs to go in after the patch in #3015612: [1.x][2.0.x] Better caching for cookie performance popup.
