Problem/Motivation

A fresh install of the module at /admin/commerce/funds/configure/fees gives white page (no form?)

No error at /admin/reports/dblog

Steps to reproduce

* enable module
* visit /admin/commerce/funds/configure/fees

Proposed resolution

Produce some kind of output

note: once a first store is added to /admin/commerce/config/stores , a form comes out :)

A "You haven't configured a store yet. Please configure one before." message is correctly working.
