Problem/Motivation

As discussed in #1845626: Provide UI to remove blocks from flood it would be a good idea to merge the Flood Unblock and Flood Control (https://www.drupal.org/project/flood_control) modules.

Proposed resolution

- Move all the functionality of Flood Unblock to Flood Control.
- Add a warning for users of Flood Unblock

Remaining tasks

- Add a warning for users of Flood Unblock in Status report

User interface changes

All UI will be removed from FU
