Problem/Motivation

When the consent method is "Opt-Out", the Withdraw banner doesn't show up until the page has been refreshed.

Steps to reproduce

Set consent method to "Opt Out" and enable the Withdraw banner.

This could be caused by top-margin being set even for the tab of bottom banner. The same problem exists for other consent modes.

Here are patches that resolve the issue.

Testing notes:

  1. Enable Opt-in with categories.
  2. Enable Withdraw banner with all features
  3. Remove consent
  4. Reload page
  5. Accept cookies and verify that the tab shows for the withdraw banner
  6. Check both Top and bottom positions.
