Problem/Motivation
Presently we don't have any information to help authors make good alt text.
There are great resources like
- https://webaim.org/techniques/alttext/
- https://axesslab.com/alt-texts/
And we definitely don't need something this long, but it would be useful to give users something more they can go with.
Steps to reproduce
So it looks like this now:

Proposed resolution
And I'd like it to look like

On selecting the question mark (or perhaps a tab) then a dialog would open up with a paragraph or two of reminders about how to write good alt text.
Remaining tasks
- Determine if there is a better way to expose help
- Create a mockup
- Write the code & tests
- Test the code for accessibility

rkollerthe links in #2 and #5 lead into 404 pages.
and one question what would be the proposed resolution exactly? the sole apparent difference between the two images is the question mark with a circle. should the question mark provide a popup?
