The Get started with Drupal 7 button on https://www.drupal.org/drupal-7.0 takes to https://www.drupal.org/download, where the Download button downloads (at this moment) the archive for Drupal 9, not Drupal 7 as a user coming from https://www.drupal.org/drupal-7.0 would expect. On https://www.drupal.org/download there isn't any explanation on why the archive is for Drupal 9.

On https://www.drupal.org/drupal-7.0, there are other links that take to pages that aren't for Drupal 7, for example the link to the requirements page, which takes to the page for the Drupal 8 and Drupal 9 requirements.

There's no much reason to provide link to release archives from primary Download link

But there's already issue to convince visitors to use composer instead of download zip archive (which is way to hell in terms of starting new drupal project)

While it could make sense for the download page to have a single link for the most recent version, a page about Drupal 7 should not give a link to a page with a link to download Drupal 9. That's confusing for new users.

The link to the requirements page has been fixed: The requirements listed in that page are for Drupal 7.

It's the Get started with Drupal 7 link that still takes to a page to download latest Drupal version, but that page doesn't make explicit the user is downloading the latest version. That could be understood by the link (https://www.drupal.org/download-latest/zip), but beginner users would not probably note that.

I also noticed that in https://www.drupal.org/about/9, the Download Drupal 9 link also takes to https://www.drupal.org/download, where I download Drupal 10, not Drupal 9.

Drupal 7 is still supported (although until November, 2023); users who wants to download it should be able to download it. Drupal 9 is still supported; users who want to download Drupal 9 should be able to download it. In both the cases, Drupal 10 could not be a viable alternative, as Drupal 10 doesn't run on PHP 7.

Now https://www.drupal.org/drupal-7.0 redirects to https://www.drupal.org/about/drupal-7/d7eol/partners, which does not contain any link to download Drupal 7.

@quitone is right: This issue is now outdated.
