"Monitor for change" role setting is unused

The module's settings page includes a "Monitor for change" section, where you can select certain roles for which you wish to be notified of changes via email. It's also mentioned in the README.TXT. However, it looks like this functionality has not been written yet, as you will always receive an email notification regardless of whether or not the change relates to a monitored role.
